With over 290 days of sunshine in a year, Lisbon is one of the best all-year-round cities to visit. The Portuguese capital has a subtropical-Mediterranean climate.

The summers in Lisbon are warm and sunny. Winters are short, rainy and mild.
Summer temperatures in Lisbon are quite tolerable. The warmest month is July, with mean temperatures of 75.2°F (24°C).
Winter temperatures in Lisbon almost never go below freezing. January is, on average the coldest month with a mean temperature of 51.8°F (11°C).

The gulf stream largely influences the climate in this metropolitan city. Hence rain predominantly falls during the winter months. Most precipitation falls in November and December, with December being the wettest month. Lisbon is mostly dry in June, July, and August. July, on average, is the driest month.

Portugal's climate is generally mild, resulting in the fact that practically any time is a pleasant time to visit Lisbon. Nonetheless, the best times to visit are May, June, July, August, and September. Those months have excellent weather.
Although those are summer months, the temperature is not extraordinarily high. Moreover, cool breezes blow from the ocean and ease the heat creating a pleasant temperature.
The skies are clear, and there are a lot of fun activities, carnivals, and festivals happening around this time. The weather allows for the exploration of Lisbon in its entirety. It is thus a great time to sample every bit of fun that the city has to offer. The ocean water during these months is excellent for swimming and other water-related fun activities.

Though there isn't the worst time to visit Lisbon, the winter months of December, January and February are not ideal, as they are chilly and often rainy.
The upside to visiting Lisbon during winter are prices of accommodation. They are substantially lower, as hotels are striving to attract tourists with special deals.

The winter's cold is worst in January. Temperatures remain at 53°F (11.7°C). Much of December's rain is gone, and now is the time to go out and enjoy delicious al fresco meals by the river or on restaurant terraces. Atlantic waters are still quite cold and not inviting. The ocean waters are generally low, 58°F (14.4°C), and there's no need for short sleeves and swimsuits during February. A tourist's itinerary should preferably involve indoor activities. Nonetheless, average temperatures begin to rise averaging 54°F (12.2°C). March in Lisbon is a time when the winter weather is going away, and nicer weather is slowly setting in. Though the average temperatures are slowly rising, the city is still quite cold with a mean temperature of 58°F (14.4°C).
